​​​​​​Staatscommissies in Nederland 1814 – 2014

Staatscommissies worden in Nederland sinds 1814 door de regering ingesteld om haar te voorzien van onderzoek, weging, bemiddeling en advies op tal van terreinen. Staatscommissies hebben, net als andere adviescolleges van de overheid, veel bijgedragen aan de zoektocht naar een efficiënt en doelmatig overheidsapparaat en het verzorgen van zo goed mogelijke publieke dienstverlening. De aandacht van staatscommissies is uitgegaan naar een groot aantal onderwerpen waar het Nederlandse openbaar bestuur zich in een lange geschiedenis van 200 jaar mee heeft bezig gehouden. Zij doen dat bovendien nog steeds. Staatsommissies hebben zich gebogen over vrijwel ieder denkbaar onderwerp; van een dreigend ‘bioscoopgevaar’ tot waterstaathuishouding, koloniaal beleid, sociale zekerheid, grondwetsontwerp en vraagstukken van interne vernieuwing en verbetering van het overheidsapparaat.
 
Het project
 
In het project Staatscommissies 1814 – 2014, onder de kap van het Center for Public Values & Ethics, staat onderzoek naar staatscommissies centraal. Kennis van staatscommissies en hun werk levert namelijk veel kennis op van de Nederlandse bestuursgeschiedenis. Het gaat dan vooral om kennis van: 
  • de ontwikkeling en verandering van de Nederlandse rijksoverheid als zodanig;
  • continuïteit en verandering van de werkzaamheden en taakopvatting van de Nederlandse overheid in de geschiedenis;
  • allerlei deelterreinen van overheidsactiviteit;
  • advies en advisering aan de regering.
Een instrument voor verder onderzoek
 
Inmiddels zijn 208 staatscommissies voor de periode 1814 – 1970 door middel van uitgebreid archiefonderzoek gevonden, kort beschreven en gecategoriseerd. Op deze pagina is onder "database Nederlandse staatscommissies" op termijn een instrument te vinden met deze informatie. Hiermee kunnen onderzoekers en overige geïnteresseerden allerlei vervolgonderzoek verrichten.
 
de database betreft een lijst van alle gevonden staatscommissies waarbij het volgende in aparte kolommen is vermeld:
  • index nummer (ook te gebruiken voor het vinden van de bronvermelding)
  • datum van instelling
  • instellingsbesluit
  • jaar van begin en jaar van einde van werkzaamheid
  • naam van de voorzitter(s)
  • naam of verkorte beschrijving van de staatscommissie
  • het hoofdonderwerp en eventueel een sub onderwerp
  • een korte beschrijving van de inhoud van de opdracht
Door middel van filter opties kan op al deze (combinaties van) zaken worden gezocht.

In een aparte sectie, onder "Vindplaatsen van de database" staat de bronvermelding van alle rapporten​ vermeld.
 
Gebruik van de database
 
De database zal op termijn (en op verzoek en na overleg) beschikbaar worden gesteld aan andere onderzoekers. Verzoeken om toegang kunnen worden gericht aan a.d.n.kerkhoff@fgga.leidenuniv.nl. Daarbij moeten drie zaken worden opgemerkt:
  1. Het schema is een product van lopend onderzoek. Het zal dus in beweging blijven en constant worden bijgewerkt;
  2. Door correspondentie moet het overzicht steeds completer worden om een steeds betere aanzet te geven voor verder onderzoek naar staatscommissies en advies in de Nederlandse bestuursgeschiedenis;
  3. In onderzoek vanaf januari 2015 zal er samen met studenten worden verder gewerkt aan het ontsluiten van nieuwe informatie voor de periode 1970 – 2015. Bovendien zal er een nadere analyse van het inmiddels gevonden materiaal plaatsvinden.

Introduction
 
This project of the Center for Public Values & Ethics (CPVE) concerns ongoing research on the history of advice to Dutch central government by so-called State committees from 1814 to 2014. State committees have been installed by Dutch central government since 1814 to provide (mostly external) expert advice, research and mediation on numerous topics of public interest, ranging widely from infrastructure issues, to education policy, to civil service reform. State committees have, as such, contributed greatly to the formation of government and public service delivery in the Netherlands over the past 200 years.
 
The project
 
In the project, members of the CPVE, together with research students, investigate the origin, numbers, composition and functioning of these committees and the topics they covered. This generates knowledge on continuity and change of:
·         Dutch government over time (institutions, organization, management);
·         Activity and ‘task perception’ of Dutch central government over time;
·         Distinct areas and topics of public policy and public management;
·         Internal and external advice and advisory bodies to Dutch central government
 
An instrument for research

The project has thus far found, described and categorized 208 State committees between 1814 and 1970. This page of the VRE offers the corresponding "Database Dutch state committees". This offers an instrument with which to conduct more research. The database consists of the full list of state committees and is divided in the following categories:

  • index number
  • date of installment
  • the official number of installment (or Royal Decree number)
  • the year of start and finish of activity of the state committee
  • the name of the chairman
  • the name and/or short description of the state committee
  • the main topic and if relevant a subtopic of the state committee
  • a brief description of the content of the committee report
In the near future, advanced filtering options will be made to quickly and efficiently browse the database. Any combination of aforementioned categories can then be used to home in on specific research interests. For example, when looking for state committees on colonial affairs in the period between 1815 and 1830, when looking for state commitees on education policy between 1900 and 1930, etc.

In a separate location, the full sources and references to all state committee reports are provided for easy access.


Use of the database

On this page of the VRE, the data on the state committees will become available soon. Upon request, see below, researchers with a variety of questions will then be able to use the data. Three points need to be made here​:
  • The database is a product of ongoing research. Things will change as new data is added
  • Through correspondence about the database, the aim is to make it better (more informative, more elaborate);
  • In collaboration with (groups of) students and colleagues, more information is currently being gathered. People with an interest to participate actively can contact the project leader (see below). One of the things currently under way is data collection for the period 1970 – 2014.
 
Extrapolating from Dutch to others contexts
 
So-far the data is in Dutch only as only Dutch committees have been categorized. However, an English version will eventually be made as the data could be of interest to scholars studying the administrative history of their country of choice as well. The Dutch case can, for instance, act as a mirror for other contexts. Futhermore, the database will in the future, hopefully encompass other countries as well.
